When NASA evaluated unidentified anomalous phenomena (UAP), it did not ask whether people sincerely reported strange events. It asked a narrower scientific question: what kind of evidence would justify a strong conclusion about what was observed? That distinction is central to the contrast between official UAP reviews and claims associated with hackers such as Gary McKinnon. Why recollection is not enough
Gary McKinnon became famous for claims that, during unauthorised access to US military and NASA systems, he encountered information suggesting hidden UFO-related activity. Over the years he has described seeing unusual images, references to “non-terrestrial officers” and other material that he interpreted as significant. These accounts remain widely discussed in UFO circles because they appear to come from someone who claims direct access to government networks. The problem from a scientific perspective is not whether McKinnon believed what he saw. The problem is that recollections alone cannot be independently verified. Researchers generally ask questions such as:
- Is the original file available for examination?
- Can the metadata be checked?
- Is there a chain of custody showing where the material came from?
- Can multiple investigators reproduce the finding?
- Are alternative explanations testable?
Without those elements, a claim remains largely dependent on memory and interpretation. Memories can be sincere yet incomplete, especially when observations are brief, technical or made years before public scrutiny begins.

Why calibration matters
A calibrated sensor is one whose performance is understood and documented. Scientists know its limitations, error margins and operating conditions. Without calibration, an apparent anomaly may simply reflect quirks of the instrument rather than properties of the object being observed.

These requirements may sound technical, but they are what allow different investigators to reach the same conclusion from the same evidence.
Why multiple sources matter
A single image or eyewitness account rarely provides enough information to determine distance, speed, size or behaviour. NASA’s report points toward the value of combining different measurements and archives so that claims can be cross-checked. The broader scientific approach to UAP research increasingly emphasises multimodal observation—using multiple sensors and independent data streams to distinguish genuine phenomena from artefacts, misidentifications or equipment errors. This principle creates a sharp contrast with hacker narratives. A recollection of a screen image provides only one source of information. There is no opportunity for triangulation, replication or independent testing if the underlying material is unavailable.
What a hacker claim would need to survive scrutiny
The most important question is not whether a claim sounds plausible or implausible. It is what evidence would allow the claim to withstand investigation.
If someone claimed to have discovered proof of a hidden UAP programme within government networks, NASA-style evidentiary standards would push investigators to seek several forms of verification.
Preserved original records
A credible case would require the underlying files, logs, images or documents to be preserved in a form that independent analysts could examine. The original material would need to be available rather than described only from memory.
Verifiable provenance
Investigators would want to know where the information originated, who created it, when it was created and whether it had been altered. Provenance helps distinguish authentic records from misunderstandings, mislabelling or later modifications.
Independent confirmation
One of the strongest forms of evidence is confirmation from multiple sources. If a document referred to a physical object, investigators would look for associated records, sensor data, maintenance logs, communications or other corroborating evidence.
Reproducible conclusions
Different analysts should be able to inspect the same evidence and reach broadly similar findings. Scientific confidence grows when conclusions do not depend on a single observer’s interpretation.
These expectations explain why NASA’s review process gives greater weight to well-documented measurements than to dramatic stories. The issue is not institutional scepticism for its own sake; it is the practical need to separate signal from error. The implementation lesson from NASA’s approach
NASA’s UAP review does not claim that every unusual observation has been explained. In fact, the agency explicitly acknowledges that some reports remain unresolved because the available information is insufficient. Applied to hacker claims, the same logic leads to a straightforward conclusion.
